Director Wynnie Testamark Elected as Vice-President of the Association of Caribbean Heads of Corrections and Prison

ST. THOMAS, U.S. Virgin Islands

The Virgin Islands Bureau of Corrections (BOC) is pleased to announce that Director Wynnie Testamark has been elected Vice-President of the esteemed Association of Caribbean Heads of Corrections and Prison Services. Director Testamark was selected during the association’s annual meeting, in recognition of her exceptional leadership and commitment to elevating correctional standards across the Caribbean region.

Upon accepting her new role, Director Testamark expressed her gratitude and dedication to strengthening unity and promoting excellence within the Caribbean’s correctional and prison services. “It is a great honor to be elected as Vice-President of this important association,” said Director Testamark. “I look forward to working closely with my esteemed colleagues to continue advancing corrections and prison management across the Caribbean. Together, we can create safer, more efficient institutions that support rehabilitation and reintegration efforts for inmates.” As Vice-President, Director Testamark will collaborate with the President and other executive members to promote best practices and foster cooperation among correctional institutions throughout the Caribbean. Her election reflects her unwavering dedication to improving correctional systems, enhancing inmate rehabilitation, and promoting safety and security within the region’s prison services.

With over 37 years of experience in law enforcement and corrections, Director Testamark has spearheaded several transformative initiatives at the Virgin Islands Bureau of Corrections. Since assuming the role of Director, she has led efforts to modernize the Bureau’s infrastructure, enhance staff training, and implement comprehensive inmate rehabilitation programs. Her leadership has significantly strengthened BOC operations, garnering recognition both locally and internationally. Director Testamark’ election as Vice-President is a testament to her expertise and the positive direction of the Virgin Islands Bureau of Corrections under her guidance. Her appointment not only raises the profile of the BOC but also contributes to advancing correctional standards throughout the Caribbean.

The Association of Caribbean Heads of Corrections and Prison Services is a regional organization dedicated to improving correctional and prison services across the Caribbean. The 2025 Annual Conference will be held in St. Thomas, U.S. Virgin Islands.
